Flat is Where it's At
When the U.S. Mint began producing complete proof sets in the 1950s, the coins were individually wrapped and came in a cardboard box. In the middle of 1955, the mint changed the packaging and created the "flat pack." If you collected proof sets when you were a kid, you'll remember them. All the coins are sealed together in a protective pack and delivered in an envelope from the Treasury Department. The flat packs from '55 are much scarcer than the boxed set.
