In 2003, the U.S. Mint struck eight and half million American Eagle Silver Dollars - about one-fifth as many as they struck last year. That alone makes this past year Silver Eagle hard to find, but when you add in the fact that rising silver prices have increased the demand for all earlier date Eagles, it's not surprising that it has become hard to find any quantity of this date available in the marketplace.
