A Silver Revolution: Inside the Historic Changes of 2021's Silver Eagle Design
Historic Program Put in Motion by President Reagan Resulted in the Most Popular American Coin EVER!
Silver Eagles have been the most collected American silver bullion coins since they were introduced. It was 1985 when President Ronald Reagan signed the Liberty Coin Act, authorizing the U.S. Mint to issue American Eagle coins as a way for the public to secure silver bullion. In that moment, the face of coin collecting changed as a star was born—the American Silver Eagle. Nobody could have foreseen how incredibly popular Silver Eagles would become.
As intended, the coins appealed to investors with their one troy ounce weight and 99.9% purity guaranteed by the U.S. Government, but they also proved to be a big hit with collectors. That’s due in large part to the iconic design that features designer Adolph Weinman’s beautiful Walking Liberty on the front, and the Heraldic Eagle by John Mercanti, the 12th Chief Engraver of the U.S. Mint, on the back. The coins proved so popular that between 1986 and 2021, over 560 million were struck. That’s more than HALF A BILLION coins!
CHANGED! For the First Time in 35 Years!
Silver Eagles received a first-ever design change midway through 2021 in honor of their 35th anniversary. The new design is referred to as Type 2, to differentiate it from the original Type 1 design. Understandably, this caused a frenzy among coin collectors—and why wouldn’t it? Collectors crave coins that are considered “Key Dates”—that represent something significant in the history of that coin, like firsts, lasts, lowest mintages, new finishes and new designs. That means 2021—with the first-ever design change of the Silver Eagle—is a very definite Key Date. For the first time since the coin’s introduction in 1986, the revered Heraldic Eagle reverse was being replaced by a beautiful new “Eagle Landing” design created by artist Emily S. Damstra.

A “Key Date” with a Twist
This first-ever design change for the Silver Eagle is certainly a big deal in the world of numismatics. But, there’s something else to consider. Normally, when the U.S. Mint makes a design change or introduces a new coin, it happens at the beginning of the year, and the coins get a full release of 12 months. But in 2021, for the first time ever, the Mint made the change HALF-WAY through the year—something very significant for collectors because with just a half-year release, the mintage of 14,968,500 was the second lowest mintage since 2007—which made 2021 a DOUBLE Key Date, with both a new design and a low mintage.
Proof Mintages Are Only a Fraction of Bullion Coin Mintages
On a good day, proof coins can be produced at a rate of 50 to 100 an hour. Bullion coins, on the other hand, can be produced at up to 750 coins per minute. Of the more than half a billion Silver Eagles that have been minted since the coin’s introduction in 1986, less than 25 million of those have had proof finishes. The fact is, there were no proof Silver Eagles minted at all in 2009, and in 2015, 47 million Silver Eagles were minted, but only 707,518 of those were proofs. The number of proofs minted is always a small fractional percentage of the overall mintage.
As mentioned, in 2021, there were 14,968,500 Type 2 bullion Silver Eagles minted, and just 656,460 Type 2 Silver Eagle Proofs minted—under 4.4%. Just 274,369 of those were struck in San Francisco, like these.
Collectors Crave the Best Quality
For any collectible coin or proof, collectors want the “best of the best,” the finest quality available. With coins, quality is measured by grades on a 70-point scale. A grade of 70 represents absolute perfection, even under magnification. There’s simply no better condition—and no grade is more coveted by collectors. Of the hundreds of thousands of Silver Eagles sent for certification, only a fraction return with the coveted perfect grades. In addition to the PR70 grade, each coin has also been designated with the desired designation of First Day of Issue (FDI). Designations are additional attributes of a coin that can increase its collector desirability—and the First Day of Issue designation means these coins were submitted for grading within 24 hours of their release by the U.S. Mint. Coins with FDI designations are highly sought-after because they are considered fresh, well-struck coins that were produced with new dies, and because the population is a very small fraction of the total mintage.
