In 1965, to help alleviate a national coin shortage caused in part by the popularity of the first commemorative issue of the Kennedy Half Dollar a year earlier, the United States Mint branch mint in San Francisco did not strike Proof Sets for collectors. Instead, it struck Special Mint Sets, leaving off the traditional “S” mint mark. From 1965 to 1967, the coins of these sets were struck on higher-tonnage coin presses than circulation-strike coins, but they were not struck as Proofs. They are, however, easily recognized and highly coveted for their satin appearance and better than average strikes that used of specially polished blanks.
